Direct, Next Generation 9-1-1 Involvement
Galena Group Inc. is currently managing the implementation of Next Generation and IP delivery of 9-1-1 services to Public Safety Answering Points (PSAPs). All of our consultants have significant experience ranging from 10 to 30 years in public safety communications and 9-1-1 backgrounds.
Our firm developed a Next Generation 9-1-1 (NG9-1-1) White Paper which was presented to the Nevada Communication Steering Committee (NCSC) . NCSC, a State agency comprised of Public Safety Communications Management personnel, reports to the Nevada Department of Homeland Security.
GGI is currently managing the implementation of the Internet Protocol (IP) network and hosted call taking system which serves three PSAPs in Washoe County, Nevada. Preceding the implementation portion of the project, we developed the RFP for the Next Generation 9-1-1services. Also, we managed the vendor selection and contract negotiations.
Transition Issues
In our role managing NG9-1-1 projects, we have identified several issues related to NG9-1-1 that may have a significant impact on the PSAPs. One of those areas of concern relates to the physical technology transition from discreet (CAMA) circuits to IP-based delivery of 9-1-1 calls and data. Another significant issue is the operational changes and impact of the additional workload that may be generated by future NG9-1-1 features, such as text, video, picture and telematics data. GGI is in the process of working with our clients to manage expectations of a full-featured NG9-1-1 network. We view the immediate benefit of an IP NG9-1-1 network to be the seamless routing of 9-1-1 calls between PSAPs. This adds a layer of redundancy that may not exist in legacy 9-1-1 systems today.
Manage Expectations
Beyond the management of an NG9-1-1 implementation, GGI has the ability to present the benefits and challenges of NG9-1-1 to management and project stakeholders. Additionally, GGI can assist with the development of a governance structure, as well as policies and procedures related to the new features of NG9-1-1 in preparation for their implementation.
We are experienced in negotiating and developing contracts for NG9-1-1 and IP network transport systems for 9-1-1, including the technical specifications, throughput and reliability requirements and acceptance testing details.
